Job purpose

The JSW Law has been established under the Royal Charter issued on 21st February 2015 as the first ever and the only premier tertiary legal institution in the country. As a part of it, a permanent campus is being constructed at Pangbisa, Paro. The Project is a component of the Law School that is charged with designing and completing that campus. The Project aspires to be one of the exemplary in its infrastructure, planning and development that meets the best possible standards of energy efficiency, occupational health and safety, quality, and workers’ welfare. 

The Site Supervisor will be responsible to deliver and accomplish the construction in compliance with the project’s goals and objectives.  S/he shall be the in-charge of the day to day management and supervision, ensuring the overall efficiency and effectiveness of the process undertaken to achieve timely delivery of infrastructure under the overall guidance and supervision of the Deputy Chief Estate Manager. S/he should furthermore be involved in providing technical assistance to the project, including inputs to the development of the construction strategies as well as policies for the maintenance of the infrastructure. 

Duties and responsibilities

The Senior Estate Manager (Civil Engineer) shall: 

  1. Supervise and monitor all construction works implemented under the project;

  2. Monitor contractor’s programme of works and actual progress made;

  3. Ensure effective quality control systems are in place and that the contractor works in accordance with the technical specifications and quality standards;

  4. Ensure quality output as per specification and requirements;

  5. Closely liaise with the concerned people with respect to quality control, correct interpretation of construction drawings, and identification of problems requiring prompt and timely rectification;

  6. Ensure that adequate quantity and quality recording is carried out at the field level;

  7. Ensure all technical inputs and cost estimates related to the construction components are accurate and timely provided;

  8. Ensure all workers at the workplace observe OHS standards;

  9. Conduct physical measurement of all works and maintain measurement book; 

  10. Verify the bills upon periodic submission of Resource Accounting and Budgeting RAB(s) by the contractor;

  11. Should be able to produce structural drawing and their related BoQ; 

  12. Ensure to look after the water related issue both internal and external; 

  13. Carry out the maintenance of the fire hydrant as required; and 

  14. Any other related official duties given by the Supervisor. 

Qualifications and Experiences 

  1. Bachelor’s Degree in Civil Engineer; 

  2. Minimum of 5 years’ or equivalent experience in relevant field; 

  3. Proficiency in analyzing and designing structures such as buildings, water treatment, drainage systems; 

  4. Knowledge of soil mechanics, foundation design, slope stability analysis, and earthworks for infrastructure projects; 

  5. Experience in project planning, scheduling, cost estimation, materials procurement, quality control, and construction supervision;

  6. Ability to communicate technical concepts, project requirements, design solutions, and engineering recommendations to diverse stakeholders including clients, contractors, regulatory agencies, and team members; 

  7. Work collaboratively with architects, engineers, surveyors, contractors, government officials, and consultants to achieve project goals, resolve technical challenges, and ensure compliance with standards and regulations; 

  8. Coordinate with multidisciplinary teams (e.g., architects, structural engineers, MEP engineers) to integrate engineering solutions, resolve conflicts, and optimize project outcomes.

Working conditions

The Senior Estate Manager (Civil Engineer) will be working at the project site, which is located at Pangbisa, Paro, ten kilometres from Bondey, Paro. The site is located at an altitude of 2750m above MSL. The site supervisor will be expected to live at the site. The timing of work shall not be of only eight hours during the weekdays (Monday through Friday), but adjusted based on the site conditions.
